The browser thanks to JavaScript has become a platform. It has displaced native desktop development. As a developer it would suck for me to be imposed limits. Another thing to manage.
Personally, I don't see a problem to be solved here. Bloated sites with ads will always exist. The solution is quite simple - don't visit them. They will eventually die or be replaced by something leaner. A great example is GitHub which has replaced Sourceforge.
