As a cyclist I have to be very aware of people opening their car doors into my lane. This is a direct safety concerns for me and not some hurr durr soorvwaylanze concern about slippery slope fallacies. You wouldn't say this about OSHA either (I hope).

This is not about protecting the person tinting their window, but everyone around them. As such, it doesn't even qualify as government hand holding. Your not protecting someone from themselves.
