Hmm, sounds very suspiciously similar to MS's argument from twenty some years ago for why they couldn't "disentangle" Internet Explorer from Windows the OS during their monopoly trial.
In a larger sense, Google's monorepo and tightly coupled internal infrastructure makes it extremely challenging to break up without breaking things (even though Android and Chrome source both live outside the monorepo).
It would be quite extraordinary if the stack (software and hardware) that made up borg clusters was split into several distinct worlds. Or if Search and Ads were built from different repos that didn't automagically share protobufs.
