This was all totally predictable. We have no practical definition of "intelligence" but it should be intuitively obvious that it is not primarily a statistical function.
You can't build something that you don't understand and can't define. "Emergence" is the modern equivalent of alchemy --- pure wishful thinking without any rational basis.

They may have the statistics to tell you that a candy bar doesn't cost about $100 --- but they really don't understand why. It's insane to give something like this authority or responsibility.
